Technically, this issue appears because teeworlds draw each letter independently, and display them in left-to-right order. So it's not possible to display a correct arabic text in teeworlds. However, I've found that UTF8 encode each letter of arabic, but also most of possible ligatures. So if we inverse the order of each letter in an arabic text, and replace each character with the proper UTF8 one with ligature (see this page for the list of characters), then the text will be displayed correctly. I've tried it with broadcast, and it works well, even with the outline.
